A Second Bill of Rights was proposed by President Franklin Roosevelt as part of his State of the Union address in January 1944. He suggested that the rights be implemented when the war, not yet in its final year, had finished. What do you suppose he meant when he said that “unless there is security here at home, there cannot be lasting peace in the world”?
